My thinking was that whether or not OTHER people see her as a character (in- or out-universe), I believe that Mr Scott does. 'Wee bairns' for the engines and a'that.
Not necessarily (tho' open!) to the Enterprise being a shipgirl or sentient in that sense, but simply that Scott sees her in that grey area sort of way.

And if you are specifically referring to my singular nomination of Enterprise (it really helps if I read ALL my noms for a fandom!), I was thinking of the Enterprise in a multi-faceted way, as a gestalt of the crew, the machine, the feelings the crew has for the machine, etc.
So, not necessarily a character directly as such, but because other people have thoughts and feelings that create the character, so therefore is one.
Again, hope this helps! It's really hard to translate impressions into words-that-make-sense-to-other-people. Wingtips crossed that I succeeded!
