Practically, I recommend submitting nominations before the 11th. The reason for that is: if they aren't in the tag set, other people cannot add them to their sign-ups, and if they're not in other people's sign-ups, it's hard for you to match to anyone.

If, when sign-ups close, there is no one asking for a tag you've offered to write, I'll contact you (and others in that position) by the email attached to your AO3 account to give you a chance to add more offers. But I won't ask people if they'd like to add more requests to match other people's offers.
