re: Noir, FWIW

When writing Steve/Tony in Marvel Noir, the authors make up how Steve would fit in that universe. It's commonly accepted within Noir fandom that some version of Steve exists, the creator just makes up how he exists.

A good example is the latest Noir exchange: https://archiveofourown.org/collections/marvelling_noir_exchange_2021/fandoms The ones tagged with 616 and Tsum Tsums are actual crossovers - everything else is Noir Tony/Made-up Noir Steve.

This is an alternate earth, where we get to see a different origin story for some of the heroes, but just some. One could speculate that there are more untold stories. Besides, there's nothing in canon that suggests that Steve Rogers doesn't exist on this Earth. Iron Man living in his era, in this Verse, would make it possible for the two to meet. Is this helpful?

Generally people call him 'Noir Steve' and that's widely understood to mean 'the Steve Rogers from Earth-90214'. Steve was there in the 40s in almost all versions of canon, so it's easy to imagine how he fits in Noir. I wouldn't use anything that indicates a crossover because that'd mean something different. So maybe ... idk, Hypothetical Noir Steve?

Agreed in general. This kind of Big Two official AU isn't exactly an independent fandom, however -- it exists entirely in tension with "the canon" in the way an AU fanfic does. If the AU doesn't specify that its leads are the only primary continuity characters present (this does sometimes happen), it's assumed by fandom and generally also, explicitly, by the creators that the full cast exists in the AU and most of them just haven't passed through the eye of the "camera". These characters aren't considered to have been borrowed in; their native existence is implied as part of the premise of the AU. "What would so-and-so be like and how would their origin story play out in this AU" is a really common exercise in this context.
